Negotiating for change

Do we negotiate for change or someone merely sees a "better or different, or even simpler way" and heads off in that direction, collecting followers along the way.
People attract people whereas change usually creates uncertainty, the uncertainty creates an environment whereby "charismatic or strong people can achieve leadership"?
So the brief thought here is simply, if you are a confident charismatic person opportunity arises every time uncertainty is created, if you are very confident in your own ability you actually can create that uncertainty over and over in differing areas of our lives?.
However certain or balanced times create the opportunity for sustained growth and leadership.

Now the question, which path to leadership actually affords the best stability long term?
or do we simply ensure we have a parachute and go for it?
